Professional Experience

Celia Flowers was admitted to the State Bar of Texas in 1990. After graduating from law school in 1990, Ms.
Flowers began private practice in civil litigation with an emphasis on oil and gas matters, business and commercial litigation and real estate. She has worked with major pipeline companies throughout East Texas in acquiring easements through condemnation, defending surface damage issues, and other pipeline related issues including litigation over pipeline explosions involving multiple defendants.

Additionally, Ms. Flowers prepares oil and gas Title Opinions and litigates contract matters for a variety of oil and gas clients. Ms. Flowers owns twelve title companies, which are licensed in thirteen counties in East Texas: Cherokee, Gregg, Harrison, Hunt, Kaufman, Marion, Panola, Rains, Rusk, Smith, Upshur, Van Zandt and Wood Counties.

Ms. Flowers is Board Certified in Oil & Gas Law, Residential Real Estate Law, and Civil Trial Law by the Texas Board of Legal Specialization. She is admitted to practice before U. S. District Court, Eastern District of Texas and Northern District of Texas. Prior to attending law school, Ms. Flowers was a petroleum landman for approximately ten years.


Educational Background

Ms. Flowers received her preparatory education at Tyler Junior College and graduated with an Associate in Arts (A.A.) in 1987, summa cum laude. She then attended the University of Texas at Tyler, completing that phase of her education with highest honors. Ms. Flowers attended law school at Baylor University and graduated in 1990 with a Juris Doctor (J.D.) degree. While in law school, Ms. Flowers was a member of the Order of Barristers and a recipient of the American Jurisprudence Award for Remedies, Edwin P. Horner Award for Oil & Gas, John R. Wilson Remedies Award, Baylor Law School Honors List, Carlton J. Smith & Clifton Cummings Scholarships, Who's Who in American Colleges and Universities, the Dean's List, the National Dean's List, the President's Honor Roll and a member of the Harvey M. Richey Moot Court Society, 1988-90.


Professional Organizations

Ms. Flowers is a Fellow of the College of the State Bar of Texas, and a member of the Texas Board of Legal Specialization, Smith County Bar Association, Rusk County Bar Association, Gregg County Bar Association, Van Zandt County Bar Association, International Right of Way Association, State Bar of Texas, East Texas Association of Petroleum Landmen, and American Association of Petroleum Landmen.

Currently, Ms. Flowers is serving on the Oil and Gas Council of the Oil, Gas and Energy Resources Law Section of the State Bar of Texas. She is also serving as 2011 President of Independent Title Agents of Texas (ITAT).

Ms. Flowers has served on the Board of Directors of the Texas Land Title Association since 2004 and served as TLTA’s President for 2008-2009. During her year as President of TLTA, she worked closely with the association in the development of Texas Department of Insurance’s new mineral endorsements. Since 2002, Ms. Flowers has served as member or chairperson on over thirty committees and task forces with the Texas Land Title Association. She also serves on the Executive Committee, Abstractors and Title Insurance Agents Section of the American Land Title Association.

Ms. Flowers is certified by the Texas Real Estate Commission to teach their ethics and legal courses (Provider 0478) and she regularly teaches these plus other MCE courses for East Texas Realtors.

Recently, Ms. Flowers was honored by the East Texas Association of Petroleum Landmen with their President’s Award. In 2011, she was also recognized with the esteemed Title Person of the Year Award by the Texas Land Title Association for her significant and longtime contributions to the title industry and the association. This is the highest honor bestowed by TLTA.

Personal Information

Celia Flowers was born in Wills Point, Texas on March 1, 1956. She lives in Flint with her husband and stepdaughter Luci. Her daughter Erica Hallmark manages East Texas Land and Title and is on the corporate staff at East Texas Title Companies.
